Amanda Forster Memorial Tournament
Rules and Regulations (Youth)
1.
Introduction
This tournament is held annually
and is a sanctioned Soccer Nova Scotia competition and will comply with Soccer Nova Scotia
Tournament Rules and Procedures
2.
Format Youth Teams
(a). Youth teams will play
a minimum of three games.
(b). During Round Robin play,
if the score is tied after regulation time, the winner will be determined by penalty kicks in accordance with FIFA regulations
(no substitutions may be made from the players off the field, although a player can be substituted for the goalkeeper). Three
(3) points will be awarded for the win. A maximum of five (5) goals differential shall be recorded.
(c). Crossover and Medal games
tied at the end of regulation time will play 2 – 5 min sudden death (Golden Goal) overtime periods. If still tied, the
winner will be determined by penalty kicks in accordance with FIFA regulations.
3.
Players
(a). All players must be registered
with Soccer Nova Scotia or their Provincial Association.
(b). All Youth players must
be Tier 2B
(c). Youth teams; only 20 players
may dress for each game.
(d). All players must be listed
on first game sheet to be eligible for tournament play.
4.
Duration of Play and Ball Size
Under 12 2 – 30 min halves Size
4
Under 14 2 – 30 min halves Size
5
Under 16 2 – 35 min halves Size
5
The game ball will be provided
by the home team (first team on the score sheet) unless provided by the Tournament Field Marshall.
5.
Default Games
If a team fails to appear for
a game (a 10 min grace period is allowed) or is unable to field the required minimum number of players, the opposing team
shall be awarded a 5-0 win. No team shall be allowed to gain an advantage from a default of a game.
6.
Team Colours
Where team colours conflict
it will be the responsibility of the away team to change their jerseys. If a conflict is anticipated by team officials, please
notify tournament officials at the field who will try to arrange for pinnies to be available.
7.
Substitutions
Unlimited substitutions shall
be allowed in all games during the tournament. For youth teams, a maximum of three (3) players may be substituted at any one
time. All substitutions will be permitted at the discretion of the referee.
8.
Discipline: Yellow and Red Cards
Yellow Cards – A player
who receives three (3) yellow cards in the tournament will be disqualified from playing the game following the third yellow
card.
Red Card – One red card
results in a one (1) game suspension. Two (2) red cards result in an automatic suspension from the tournament.
As per FIFA rules, red carded
players shall immediately leave the field of play, this includes the team bench area.
Coaches are responsible to ensure players sit out any games they are suspended for.
All red card infractions shall
be reported to Soccer Nova Scotia.
9.
Protests and appeals
Any protest will be dealt with
by the Tournament Committee. The appeal must be made in writing and presented to the Tournament Head Quarters located at the
Apple Bowl, within 60 min of the games conclusion. All appeals must be submitted with a $100 fee, which, if the protest is
upheld, will be returned. Appeals and protests dealing with referees’ decision will not be entertained.
10.
Tie Breaking Procedure for Standings
In the event of a tie in the
standings between two teams, head to head play will determine the higher seeded team. If
there was no head to head play or more than two teams are tied then the placement of teams will be decided upon using the
following criteria until a determination is made;
a. One point awarded for each win in regulation;
b. Goal differential (goals for minus goals against);
c. least goals against;
d. most goals scored; and
e. coin toss.
11.
Awards
Gold and Silver Medals will be awarded to 1st and 2nd place youth teams.
12.
Weather
General:
Resumption of play after a
weather delay shall be at the discretion of Tournament Official and Referees.
Youth Games:
- All attempts shall be made
to start games at their scheduled start times. If a start is delayed due to weather, the game shall be played in the remaining
available time with shortened halves (minimum 20 min) and shortened half time. This may require delaying the start of the
next game and subsequently shortened halves.
- If a game has to be suspended
once the first half has been played, and time does not allow the resumption of play prior to the commencement of the next
scheduled game, the score at the time the game was suspended shall stand. If however the game was tied, a winner will be determined
by penalty kicks in accordance with FIFA regulations as soon as the teams are able to take the field.
- For games that are cancelled
completely due to weather, make-up games will be attempted at the end of the day or as agreed upon by the coaches and Tournament
Officials.
13.
Other Info
Dogs
- Dogs are NOT permitted at any soccer field during the Tournament.
Smoking
- Smoking is NOT permitted at any soccer field during the Tournament
Recycling
- People are asked to sort
their trash into the respective bins to aid in our recycling effort.
